§4403(b)

(b) If it is found that the conditions which originally required registration with the superintendent have ceased to exist and that new conditions exist which would not require the registration of an employee welfare fund with either the superintendent of banks or the superintendent of insurance, then the superintendent of insurance may, on application of the trustees or on his own motion, cancel the registration of such fund.
