§211 . The superintendent shall order a study of the utilization trends and experience and the rate and premium impact to health insurance consumers of paragraph §3216(i)(21) , paragraph §3221(k)(11) , and subsection §4303(y) of this chapter. Such study shall be performed by a member of the American academy of actuaries. The study shall be completed and a report submitted by September 1st, 1999 to the governor, the superintendent, and the temporary president of the senate and the speaker of the assembly.
